Cornwall councillors express frustration over planning for second homes amid local housing struggles
Cornwall: Councillors are feeling the heat over second homes. They say it’s tough to review planning applications. The planning committee has been cut back a lot.
There are about 14,000 second homes sitting empty in Cornwall. Meanwhile, locals are struggling to buy their first homes or pay rising rents. It’s a real mess.
Even with a new 100% council tax premium on second homes coming next April, Cornwall still has the most second homes in the UK. Celebrities like Cate Blanchett own million-pound properties here.
Catherine Hayes, from the First Not Second Homes group, shared how this situation makes it hard for first-time buyers. It’s frustrating for them.
Cllr John Fitter, who’s on the planning committees, mentioned that sometimes they’re told refusing applications could lead to costly appeals. He wants the committee to have more power to make decisions.
He’s pushed back against some applications in Mawgan Porth. While some homes look great, others are “absolutely ghastly.” He feels the planning officers are too limited in their decisions.
With planning officers stretched thin, they often approve applications without enough scrutiny. It’s a tough spot for everyone involved.
There are worries that second homeowners might find ways to dodge the new tax. Up to 550 homes could be exempt due to residency rules.
Some homes are rented out to tourists, but many sit empty. Perranporth councillor Steve Arthur warned that the council shouldn’t rely too much on second home taxes for their budget.
He believes many second homeowners will find ways to avoid paying. It’s a tricky situation for the council and the community.
